Quick Question About Hellfire Rings

Yesterday my friend asked me if the new Hellfire Ring was available in D3 2.1, and I told him it wasn't, but then I got to thinking. The article that Flux wrote a few days ago mentions the new Hellfire Ring and how to get it, and I was wondering if that was actually available in D3 right now, or if it was RoS only. I'd lean towards RoS only, but I'd like to know, since if it's available now, then I would definitely like to farm for one. Also, whether or not the new ring is available now, how do you get the plans for the new Infernal Machines? Does the Jeweler automatically learn how to make them at higher levels, or do you need to farm a specific boss/enemy for the plans, the way you did with the Act IV Keywarden with the original Machine plans? Thanks for the help.

I don't think you can make the new Hellfire Ring without RoS. I've never seen the new keys drop or the new plan at the vendor.

You cannot make the level 70 ring until level 70 content is available. The level 60 ring you can make now, and it has better stats (300-329 attribute, instead of 170-200).
