Someone will probably come along and correct me but I believe the answer to one is no. And for the second is also no because it is different because it is an infection but I am not so sure about my answer on 2.

1. nope

2. depends..if your vine or merc psn dmg by frame is higher then Ur rabies
dmg/frame then yes. Higher psn dmg will take place.
But its not likely thet vine or merc can have more dmg..

I think if you're looking for a weapon that will complement Rabies, use a Shael'd Plague Bearer. Not your best choice for delivery of the disease, but I think it's your best option if you're going for maximum Rabies damage.

For most damage it would probably be the best though a phase with required ias is a faster bite and can be more usefull in pvm. Maybe some sort of phsae with ias and facets might give a good balance of speed and damage.

U dont need any IAS.
psn dmg from rabies has high duration so hiting fast wouldnt have
any point.
pb with 6 5/5 psn facets would be best.
since its hard to get one..
then death web is next choise with facet for best efect.
plague bearer is good but cant compare to above mentioned items.
