Question regarding monster drops.

Please correct me if I'm wrong.

From what I've read, Mlvl and Ilvl determines what a monster can drop, and AreaLvl determines the Mlvl.

My main question is, how do I know a Unique item's Ilvl and a SuperUnique Monster level?

Example: Windforce and NM Meph.

I know NM Meph doesn't drop WF but, what excactly is NM Meph's Mlvl and WF's Ilvl?

I believe that the required level for wearing is not the Ilvl.
