Question regarding ladder/non-ladder items

Hi sorry this may be a dumb question but I really don't know how this works.. I'm playing non-ladder char and I saw that some of the items are ladders only. For example runewords like infinity as suggested on arreat summit.. but then how come they are sold on the internet to non-ladder characters (perm items)? The other day, I tried to test it out by socketing a monarch shield with the right runewords (right order too) thinking that blizzard probably allows non-ladder char to make them now, but ended up getting a crappy shield with only those rune effects separately. Can someone tell me why? I really want to use griffon for my pure lightning sorc and it's a ladder item too. Please help.

When ladder is reset, ladder characters are moved to non-ladder along with all their items. Runewords are permed once created so the items will keep their characteristics when moved.

So are you suggesting that.. basically I will still not be able to make or get those ladder items and the ones I saw on sale for non-ladder are from ladder char that got reset. Is that correct?

Yep, that's right. Of course you can always create a ladder character and get all the runewords you want then when the ladder resets you'll be on non-ladder.
