Question about slow target by % (not holyfreeze)

if i hit a smiter with an item that give me 25%slow target, does the attack speed of the smiter drop? or only the fhr/frw ?

and if thats slow the attack speed, thats slow the ias on the guy, or the attack speed at all, like if he does 4.1 attack second, with 25%slow he will attack at 3,07 attack second... ? or its just reduce the ias by 25% ?

25% slow = -25% ias (and the slow r/w effect)

If -25% ias drops the smiter a bp he will have a slower smite. Extra ias can be stacked to counter this negative ias.

For the record, the slow is EIAS - effective IAS. The diminishing returns formula doesn't apply to this, so (especially at high IAS levels), you'll need to stack far more than 25% IAS to counter it.
