question about rerolling rare claws in cube

how does rerolling rares in the cube using the 6 pskulls + rare weapon affect
the ilvl of the resulting weapon assuming a high level character is used

I was gonna imbue a regular runic talon (with 2 to blades of ice since staffmods don't carry) but before I do I need to insure that the ilvl stays high enough to roll fools swiftness as well as any other mods i forgot to mention

It is more a question for the statistics forum, but I think, because of the rather high quality level of Runics, you'll always have a chance to get Fool's and Swiftness.

I'm no hero on ilvl, qlvl and alvl though.
