Question about Life on Hit, does it get difficulty nerfed?

Ive heard conflicting things about Life on Hit, how it works on later difficulties. Does it suffer reductions?

Heard something about 20% effectivenes on Torment.

I know Lifesteal is only 10% effective at 60, and will be completely nonfunctioning at 70.

Life on Hit doesn't suffer a penalty on the higher difficulties. However, it's affected by skill coefficients, similarly to procs. In short this means that if you have 1000 LoH then your AoE skills won't give you back 1000 Life per enemy hit, but your single target skills will.

Life on Hit takes no penalties.
Lifesteal takes penalties at level 60 and 70 (though originally it was at 20% in Inferno but there is no Inferno anymore.... so does the 10% at level 60 supercede that?)

Mine didn't get sold in time but I don't really care since I made my money off this game. Shame you can't use Blizz Bucks in the Blizzard Store though.

What makes you think that? I bought Ros with Blizz Bucks I made in the RMAH...

Also, the 10% is essentially 1/2 of what we experienced in Inferno (20%). So 3% life steal is actually 0.3% life steal (damage x 0.003)

Blizzard Store, not Blizzard Shop. Unless people want to Paypal me in exchange for Blizz Bucks RoS gifting, there isn't really anything I can actually do with this money. You can't even buy authenticators with it.
