Would Steelrends up the damage of all of my skeletons? If not, which gloves are THE best for a Fishymancer?

No, they wont up skelly damage.

Best gloves is a good debate, was a thread around here somewhere. Chances are good, Trangs are good, frostburns if you are low on mana.
