In pvp will Jah's ignore target defense work ?? Pretty sure it doesn't

Can you stack Eth Runes -25% to targets defense ??

Ignores Target Defense (Armor Class)
This ability will not work on Unique Monsters, Super Unique Monsters, Hirelings, other players, and Act-end bosses.
