6 Perfect Skulls + 1 Rare Item = 1 Random Low Quality Rare Item of the same type <-- you mean this one?
whats the difference between low quality and high quality?
Low Quality affects which mods can spawn on the item. For instance, if you roll a bunch of rare weapons, you'll never get the "Cruel" prefix, since the item quality will be too low. The longer you roll, the lower the item's quality (aka "ilvl") becomes.
A quick tip would be to roll rare Diadems, since every diadem has a chance to spawn with all affixes, regardless of ilvl. You could roll a diadem 50 times and it would still be able to get every affix it could in the first place. Outside of diadems, I don't think the PSkull recipe is that useful.
With the 6 perfect skulls recipe, the new item level = 0.4*old item level + 0.4*character level
With the SoJ rerolling recipe, the factor is 2/3 instead of 0.4.
I would like to reroll armet's and with that low quality redepie, can I roll +ar% on char lvl?
Yes, an Armet can never have an affix level lower than 37, no matter the item level. Visionary is only alvl 25.
If the alvl drops that low (to 37), there wonÂ´t be many other good affixes available, but you can still get stuff like 1-2 sockets, up to 30% on single element resists, 10% FHR, ctc Frost Nova, +20 life...

Any particular reason you were going to reroll rares rather than craft 'Blood' helms? They're the same base item type but the 'Blood' recipe can get some tastier mods (i.e. Deadly Strike).
I know very little about crafting and cubing
blood helms could have +ar% and ds?
Blood helm recipe:
Magical Helm/Casque/Armet + Jewel + Perfect Ruby + Ral Rune => same type of helm with 1-4% life steal, +10-20 life, 5-10% Deadly Strike plus 1-4 random affixes (taken from the same pool as rares can get).
You should strive for a resulting item level of at least 71, because that will guarantee 4 random affixes.
can you explain the mechanics behind this? I've not heard of news of this ever and it sounds yummy as heck

why are diadems the only item to spawn with any affixes when the 6 perfect skull recipe takes a fraction of the current ilevel for the new ilevel? Doesn't using the recipe degrade the item's ilevel, thus reducing it's alevel?
The ilvl goes down, correct. But if the qlvl (which, in the case of Diadems, is 85) is higher than the ilvl, that value is used instead for the calculation of alvl. Diadems also have a magic level of 18, which means that the affix level will always be at least 85+18=103, which gets capped at 99.
Plus, there are no circlet affixes with higher alvl than 90 anyway...
I've rolled around 50 Blood Helms in hopes of getting DS and the Visionary mod.
It never happened.
