pvp trapsin- stormshield and max block or...?

hey im starting a pvp trapsin for pub duels should i use a stormshield and max myblock 75% or should i go with dual claws?
and also shoudl i use bartucs/wiz/or hoto it seems wiz is better than hoto for the resist/mana
