Because with 45 ias helm and fort, you can hit the last breakpoint without making (much) damage sacrifices. Cats eye, ias knockback gloves and nosferatu are very good option with only damage in mind.
Count in the fact that fort gives 300 ed and other nice mods and you see why people chose this.
Now with 60/160, you will get ias on your armour, though where wouldn't you want ias? knockback gloves without ias? What wrong with cats eye and nosferatu? losing 100 life isn't worth losing 140 ed, not even if you use other gloves, belt...
Some last thoughts.
If you now were to only have a lvl 12 fanat faith gmb. Then a 60/160 might be a good idea. Else you have to use set gloves and boots, thus losing damage from war trav and loosing knockback.
Now if you want more freedom in other places, you can always go with faith mat. Then you will lose damage, though you can keep fort and you'll have a lot of freedom on the other equipment places.
