PTR: Found a set plan. Level requirement?

I was lucky enough to find a set plan (!!!) on the PTR.

It was my lvl48 wizard and the plan was "Cains fate"

However, i was disappointed when i crafted Cains memory and it was level 23.
Is this a bug? I thought that due to the fact that any legendary now can drop as whatever level you are, it would be level 48.

Or is this intended?

It would be disappointing if the scaling legendaries don't apply to these low level set recipes. What's even the point of them then?
