That depends on your PVP enviroment. If you just want to do public PVP games on Battle.net, you need the dupes to be able to compete. If you just play with trustworthy friends who doesn't trade or dupe, the definition of good PVP gear changes.

I wholeheartedly agree. There are many different PvP environments, as well as very many types of them. I would say that a good amount of them do not require items obtained through methods that Blizzard do not condone.
