Please explain frenzy mechanism!

I've been searching for answer to this question but haven't find it, so here's what bugs me.
If I had frenzy lvl 20, and it says 7-42 IAS, 47-171 walkrun speed, what happens?
When I swing, does Frenzy chooses a random number between 7-42 and sets that much IAS (same for run speed) or does it increase in a different manner (if so, explain how)?

Does frenzy hit two different enemies or only one target?

Should I use Frenzy or Double Swing as primary attack? Personally, I'd preffer Double swing since it makes a bit easier to get 5 frames with slower weapons (if playing untwinked), and adds some extra AR.

It's a one at a time skill, just like conc, berserk, stun, bash, and regular attacks.

As for the speed ranges: the first swing you take starts at the lowest number, and then each subsequent swing builds up a bit until it hits its cap, like werebears and maul.

double swing is a very crappy dmg dealer. It does no edmg% on its own and can only get to 200%edmg if you're willing to sink 20 points into bash. Yeah, it's not very pretty.

Huh, until today I thought frenzy actually boosts damage so I could actually hit with frenzy, get speed and damage boost, and then hit with dswing for some extra dmg. But I figured it boosts speed only...sigh...

From my experience frenzy hits more than 1 monster, just like double swing. (Only one monster per swing that is, but your barb lashes out at the monster you're targetting + any surrounding monsters)
This is of course irritating, but also sometimes preferrable, for example when you're fighting in durance it's nice to be able to leech from maulers while you're killing dolls - I just run through it most of the time, but it's nice to pick a fight once in a while:)

That's what I thought as well.
