Plan drop rates nerfed?

When playing the PTR, the plans were dropping left and right, say 1 plan for every 2 legendaries or so.

Now when i play at the live servers: nothing.
I have leveled a WD from scratch and the legendaries are dropping as usual, 1 every half an hour or so,
but no plans?

Any info about wether the plan drop rate has been nerfed when 2.0 hit the live server?
Or is it just RNG?

EDIT: Two friends of mine also levelled from scratch and are soon lvl 60, but no plans for them either

At level 60 the drop rate of plans seems to be lower than what it was in the last PTR patch, but they are nowhere near as scarce like they were before.

Scratch what I said before. Ivan was right, it seems the RNG just screwed me over yesterday. Today plan drop rates were much closer to what I've usually seen on the PTR.
