Perming Items

Ok, I don't really even know where to post this or look for an existing thread about it, but I've breifly checked around and so far I can find nothing related to perming... so I have a few questions about it.

First off... What does 'perming' an item do for you?
So far I've already had 3 high runes, and some armor I just traded for completely disappear off my characters, and I have the sneaking suspition it has to do with perming or not perming something.
Also, lately when I trade I have people always saying "hey can I get a perm" afterwards. Now, I vaguely understand how to do a temp-perm, but.. leading to my next question

How do you perm something? (not a temp-perm)

Just wondering if anyone has any information on this topic for me, cause it's quite irritating to have an item just totally disappear and you have no idea why.

Any clarification is greatly appreciated.

Perming is a falsehood.

It's a myth.

There is no such thing at perming.

If it's a dupe, it will poof ... at some point in time.
