    Order of Checks

Just want to make sure I got this right.

First AI determines whether it will attack you, or a minion, or ally.

Then come Defense and enemies chance to strike you.

    Then your chance to block.

    Then Energy Shield

    Then Magic Reduction

Then (I assume) Magic Absorb (from Spirit)

    Then Resistances

    Then Elemental Absorb %

    Then Elemental Absorb

Do I have this all in the right order, or am I missing things or have them in the wrong place?

Where would cyclone armor from insight fit in this progression?

    Thanks

You are correct up to "chance to block". After a hit is landed, the game resolves damage. If you want the complete picture read this http://users.tkk.fi/~tgustafs/damagereduction.html

The key bit you want though is that damage is resolved in this order:

    Energy Shield
    Bone Armor and Cyclone Armor
    DR and MDR
    Resistances
    % Absorb
    Direct Absorb

So you are almost right, except magic absorb is no different than other absorbs and is handled last, and cyclone armour is handled after ES, before anything else.

On a related note, how far do you have to go for 'when struck' effects to kick in? Through block, right?

Yes. A "strike" is any attempted hit that gets past block, even if it does not damage.
There are other effects however that require damage to be dealt (sometimes, physical damage to be dealt) before they trigger.
