In the normal untwinked single pass tornaments I think the standard is lvl44 (/p8 all the way)
Usually people wait for plain skillers (lvl42) good class specific items (Hoz, occy etc at lvl42ish) or ravenfrost (lvl45) for melee characters)
To save me spamming, inferno is bugged and will only do a third of the damage shown, making it useless
Frozen Orb is good for effectiveness per skill point invested

It will depend on if you're doing full clears, reruns or just playing it though once. If you're just playing it though I'd guess something in the 35-40 region, but it will still depend on how carefully you go though the game.
The player setting will change it a lot to, in SP where you can use /players 8 you may get end up quite a lot higher then a /p 1 player.

I'm usually finish normal mode in the lower 30s and if you are actually playing the game to gain XP (instead of getting rushed/leveled which will be more efficient in normal Baal minion runs) and you can equip your character with gear from mules, you can switch to nightmare immediately. A melee character can do things in act 1 nightmare rather comfortably with e.g. Sigon's full set and a weapon with maxdmg jewels (or just a plain Civerb's Cudgel). A sorc needs nothing but frozen orb and a single point in cold mastery to kill everything there except a very few cold immunes (which will only be bosses until act 5 nightmare). Necros will have no problems with their skeletons and 1 point in corpse explosion.
In hardcore you are better waiting with nightmare until normal Baal minions don't provide decent XP anymore.
