I'm pretty certain it comes from JSP.
On there, since even the moderators aren't to be trusted, you need another player(s) - usually your friends - to agree that your item isn't duped, and that it won't poof on whoever buys it.

They're usually lying, and combine their 'vouch' with lots of 'street slang' and avatars of 80% nude women.
