New Frenzy Barb

I need help with a new character I'm building, its been a looong time since I played d2 (3-4 years) so most of the stuff thats going on is completely new to me.

Right now I've rushed him to around lvl 75 and I have around 200 stat points to spend, my aim right now is to be able to hit things in hell while still keeping my damage and keep in mind I'm not in any way twinked.

current stats:
Strength - 170
Dexterity - 75
Vitality - 40(could use some raising)
Energy - Base

I'm kinda worried about raising my dex because I hear its normally kept at base, and I plan on raising my vit too.

Any help or advice I can get to get my AR high enough to hit hell monsters while maintaining my frenzy damage would be GREATLY appreciated.

If the stats you listed are base, which I am going to assume it is, the amount of strength you have at base is already way too high. Investing such a huge amount of stat points into strength means you have less points for Vitality. Do not invest into Dex unless you need it to equip your weapons. Try to find 2x Ravenfrosts which will add very high amounts of AR from their +AR and +dex stats. It also has a Cannot be Frozen mod which is absolutely essential for melee characters. If all of your gear is utter crap, then there is really no way to riase your AR to a high amount, you are just gonna have to find a way to MF or trade for some low and mid gear like the Ravenfrosts and Areeat's Face. Just having a few of these (and others) pieces at low to mid cost on closed realms can get you a long way to your goal.

I would myself dump all the statpoints to vitality, but in this point, you should be decided which mastery you use. Your strength is already high enough to wear all one-handed weapons (well not Legendary Mallets, but their use on untwinked Frenzier is quite limited due to their slowness). Save some points if you go for sword mastery, some of the swords might have slightly bigger DEX requirements.
