I think it depends a lot of your build. If you are a tank type of build like blizzard or meteor that sometimes need to stop monsters by tanking them and then bombing them with spell, block is good. But for lightning or orb you rather stay far away from the monsters as much as possible, making blocking less usefull.
And if you use spirit you would need huge amounth of dex to reach max block which is not worth it. So with that shield you shouldn't go, either stormshield or whistan or maybe moser will get you to max with least points in dex.

If you want to see what the aura looks like go into a chat channel and left click someone's character. That golden glowy thingy is pretty much the aura you get when you wear the full set.
I'm not sure if you can turn it off or not but I dunno about my character being engulfed by a giant golden amoeba at all times. It would seem kind of annoying.

Full Tal's + Magefists + Perfect FCR 'Spirit' = 8-frames casting breakpoint, with rings, boots, and charms still able to be customized... it's just a natural 'fit' for a Meteorb, and Spirit does have some very nice mods.
Since "Speed is Everything" in MF runs, your other options (9-frames casting with max-block, or going with a partial-Tal's) aren't as appealing to me.

I play HC with Full Tals, and I use max block and visceraunt(sp?) shield... I vastly prefer block with HC and I'm fine with 9-frames casting blind teleing...
