Lower Requirements question

Say I have a Bonehew (level 64 required) If I put a Hel rune into one of its sockets (requirements -20%) would it affect the level requirement? i.e. bring the 64 down to (approximately) 52? If not, I'll probably put the Hel in anyway to lower the requirement of 195 strength. A little too steep for my merc

To further elaborate, the -XX Requirements applies only to the Strength and Dexterity requirements of an item.

Why, yes it would. I hail from sunny Valdez, where the beaches are sandy, it never rains, and there is more than enough single women for every man in town.

Yarr. I live in nice big Anchorage, although I've never actually been to Valdez. But I've heard enough to know what you're getting at. Sadly, most of our state seems to follow the same trend, heh.
