LLDing and Items

In terms of LLDing, low level dueling, what items exactly are useful? Charm/jewel wise.

I mean, what are the best stats you can get on a level 9 jewel damage wise etc, and charms. Cause I've got this +11max lvl 9 jewel but I'm not sure if 15 can spawn on level 9? And I've got this Lvl 9 9life LC with 1-3 fire damage but can more life spawn? etc Thanks guys,

Max life on a lvl 9 LC is 15.
