Well, when a ladder season ends, all ladder characters get transferred to non-ladder (items and everything). Anyone who wishes to play a ladder character at that point would need to start over again, from level 1, with no items. They would need to rebuild their item database and what-not.
To most people, that seems like alot of work, especially since alot of people play this game on and off. On non-ladder, they already have their items, and their high level characters.
This is not to say that you don't get much time with your ladder characters. Ladder seasons last quite a long time, and there's plenty of time for you to get a bunch of high level characters, and get some of the best items in the game (alot of people already have). It's all about motivation, I guess.
If your about to go on the realms for the first time, I would recommend starting on ladder. When this season ends, the worst that can happen is your characters would be converted to non-ladder (like the rest of the ladder community) and you can continue playing non-ladder if you wish. Of course, you can also start a ladder character again, if you feel like starting from scratch with the rest of us

As a note, no-one knows when the current ladder season will end. Blizzard will usually give a fair amount of time warning (about a month, I believe) when they decide to reset the ladder, but I don't really see it happening anytime soon.
