The button tells you how to increase lightning damage right on the
popup.
I don't get it. Why do so many people ask this type of question? The synergies list takes up almost half of that popup for the skill description. Do people not see it? Or do they not understand it? This isn't a snub or anything. I'm just curious.
You can also add lightning damage from items with +skills and +lightning damage or -enemy lightning resistance written on them.
1% x 20skill points = 20%
20% x 4 synergies = 80%
It depends on what you want to do with your Amazon. If you find that your LF is strong enough to suite your needs then yes, they may be put to better use elsewhere. Some take up some bow skills. Others put them in more passive skills. Yet others want to maximize their LF damage potential because they want to use just 2 skills on their whole Amazon. It's up to you.
