Is this circlet any good?

Hi, I found a rare circlet today and I wonder if it's a viable helm (mostly for PvM). If so, what kind of build would go best with this?

+2 Assassin Skills
+20% Faster Run/Walk
+7 Max Damage
+7 Energy
+17 Resist All

It's a decent helm, I think any build except melee build would use this effectively.
