Is /players 8 Persistent between games?

It seems like it is and that when starting a new sp game I have to enter /players 1 to get it back to normal. I've found, though with Diablo that conclusions based on my observations are usually wrong.

Does /players 8 stay in effect between games until its changed?

afaik, yes, that is, until you exit the program.

edit: btw, i believe it persists even if you change difficulty levels. woohoo! second to reply! hi all!

You are correct sir. It stays set at the level you choose until you exit the program completely. It will stay between acts, difficulties and games.
