ias needed with Stormlash and DTalon

Stormlash is base speed -10 with 30%ias so it needs 65% more ias when not using BoS for 7/3 DTalon kicks?

with a lev 6 BoS (41%ias) i'll need to pickup +24% for 7/3?

then what to socket in the stormlash?
Amn to start
Um (later) later
Jah (dream) so no need for AR charms, Anglic's ring/amulet, Baim merc

You have your understanding of ias bps wrong:
skill +ias% is not the same thing as item +ias%

95% total ias is required on fade using stormlash for 7/3 kicks.
with level 6 bos 16% total ias is required.

So you get 7/3 kicks with level 6 bos and unsocketed stormlash, no need for more ias.

On a side note you reach 8/3 kicks on fade with stormlash with 50% ias, so shael'd stormlash can be used as a faded pvm kicksin weapon if you don't mind your initial kick in each burst being 8 frames instead of 7, can be useful for low budget setups where dr/resists are a problem.

7/3 kicks with bos is of course optimal if you have 50dr and 75 res on bos.
For socketing you got it right, Jah is the rune to use for pvm. If you can't get a Jah'd I'd recommend Pskull for a pvmer.
(you do want mana leech somewhere in your setup, if Jah in weapon then leech elsewhere, perhaps on ring)

I have an Eth rune in mine for -25% To Target Defense, apparently it works on bosses unlike Ignore Target's Defense.

In PvM you'll need AR the most against bosses and champions, where Ignore Targets Defense doesn't work so id say Eth is better.

well i've been using Fleshripper (shael) for a long time, along with high AR when killing baal. i was never too happy with the speed so i wanted to see how well the SF from stormlash worked on him.

maybe i'll go back so see how well fleshripper works with only 2k AR again

I don't think the ctc static really helps out on bosses, any crushing blow you have should get them to the point where static stops working rather quickly (75% health). I think the static proc is more useful as an area effect—although I never noticed it working on uber trist minions, perhaps they regen too quick?
