The obvious point here is that Reaper of Plans is not working as intended. But look closer. See it?

Give patch already. And give more blue information in general :/

I wonder if it is just "some legendaries only drop in act 5 (+bounties), because we want people to be there" or if there is more to it than that.

I believe that information was already known; if not by the general public, then at least by certain streamers playing RoS. Last month when the F&F beta started I was watching KingKongor, and he spent a few minutes during one of his streams looking at the list of Act-specific legendaries. I believe that there are about 5-10 legendaries that are specific to each act, and that some of them make sense for their inclusion to that act. I could be wrong about this, because it was a month ago and I don't have the information on-hand now, but I'm pretty sure that that's how it goes. I'm pretty sure that you can only get the bada** mace that King Leoric uses when he fights you in Act I, and I know for sure that there was a legendary flail on the Act V-only list (whether it was 1-hand or 2-hand I'm not sure). If that isn't the case, then the case should be that each Act gives you a few extra legs that can't be gotten anywhere else, scaling up. For example, Act I would have a few, then Act II would have a few plus the ones from Act I, and then Act V would have the complete list. I'm pretty sure that it works the first way (each act has a separate list) but I don't remember, and Kongor never went into detail about it/he didn't know either.

It wouldn't surprise me if it works the second way. Later acts have harder enemy types. It'd be some sort of actual incentive to not farm zombies all day.

There are 5 Legendaries unique to each Act. Act 5 doesn't have any, but all Legendaries can drop there. This has been "known" since the unveiling of the expansion at BlizzCon. Trouble is, ingame this information is shown by the Quest Journal in Adventure Mode and it looks like the majority of the testers didn't bother to look at it. :)

The next patch will eliminate this Act restriction from Horadric Caches only.
