I know this sounds lame, but what runes are considered HR's?
The top five, I've always thought. Although some people include Lo and Ohm and others seem to think it means Ist and up. The Ist and uppers are definitely off base where trade values are concerned though.
on europe ladder ohm jah ber lo zod are highrunes
they are the most popular in trades
and used most frequently in sockets or runewords
on east ladder, vex and up are all hr.
i know that in europe everything above ohm is a high rune
On US East Ladder, anything above Gul is valued at 2 x ist or 2 x ist + um (which is a pretty tight range.) I would call those high runes. The values have been altered by rampant duping, so know that you are getting a discount because they might poof on you if you trade for them.
Well, at this sounds a bit more reaosnable than VEX+
After all, you can cube VEX from 2xGUL, which you'll get with 22 forgeruns on average. Those 22 runs will give you 2xIST as well, so you can make a third GUL, and 2xMAL to make another IST... so you need at most another GUL from another 11 runs to make your OHM 22-33 runs still sounds like a lot of time to me, though --- and getting the 8 GULs for next rune (which would be the first HR) probably requires quite a fair bit of forgerunning
On non ladder Vex and up are considered HR. No cubing Guls to Vexes on NL.
Everything dropped (or duped) as that rune.
on europe, ohm/ber/lo are the most expensive ( ~6ist for trade one of those.) as jah/cham/zod are worth less (jah/zod go for 5, cham even for 4 I think.)

Yours yes, but what about the others. Then your point of view is less important.
EuNL any rune above gul is considered a high rune, and even then some HRs is less valued (Cham, Lo). So it all boils down to what kind of uses the rune has, like CtA, CoH, Enigma, BotD.
