They aren't worth that much because they don't have any ias, and the rare mods aren't that great. It's possible to buy magical 20ias +1-3 javelin skill gloves in the shop, and I always prefer ias skill gloves over any other for javzon...

I don't know where is the best statistical chance to shop them, but I usually do the shopping in act5 hell @ Anya, because you can easily reroll her inventory by going through the red portal.
