If you socket it with Larzuk, then 5 sockets. Normal cows have an mlvl of 28, and the war scepter has socket breakpoints of 3/5/5 (http://diablo2.diablowiki.net/Sockets), so if the ilvl of the weapon is greater than 25 it'll get 5 sockets
If you use the cube recipe, then it'll be a random number between 1 and 5, each having a 1/6 chance except for 5 which is a 2/6 chance.

If you bring a magic (blue) item to Larzuk to punch some holes in, you get either 1 or 2 sockets at a 50/50 chance. The only way to get more is to have the item spawn with certain prefixes like Artisan's or Jeweler's... and I'm not sure what the max number of sockets can be. Is it 3? :coffee:
The exception about helms is that class-specific ones can spawn with 3socs from the very beginning that aren't socket prefix dependent. If you're not playing a barb or a druid, though, you're outta luck; you need that prefix on all other helms, and that takes away from the potential awesomeness. And just to be sure the knowledge is out there, no runewords can be placed in magic items, so no Delirium/Dream in any magic items.
Either way, I don't think you'll ever find a 6soc magic weapon. The only 6soc items you'll find are gray.

5sox Rune Master (150% MF with 5 ist from when you can use it)
