How does -xx% enemy res work?

How does -xx% enemy res work?

So I'm making my FC druid, and hitting a problem with FIs. After a little searching, I find that Obedience gives -25% enemy fire resistance. However, does this apply

a) only to the merc's attacks, when he hits an enemy
b) to all enemies hit by the merc at any stage
c) to all enemies regardless of if the merc has hit them or not
d) something completely different?

First of all, only Amplify Damage (physical resist), Decrepify (physical resist), Conviction (fire/water/lightning) and Lower Resist (fire/water/lightning and poison) can break immunities. Vs. immunes, these skills work at 1/5th their listed value.

IF the immunity is broken by one of the aforementioned skills, the -%resist works in at full capacity (i.e. no penalty).

-%resist only works for attacks by the char using it.

Doh, ok... thanks.

New question then - if I have +max dam charms in my inventory, how do they work? For a +x max dam charm, is it

a) Calc damage from weapon, then add the x dam straight onto final max damage
b) Add x damage to weapons max damage before calculating damage
c) Something else?
