hmm... i also thought that -def works on act bosses, but:

"5) The blinding effect of CoS does not work on Bosses, Champions, Super uniques (including Act Bosses), Minions of Destruction, and Oblivion Knights. The -%defense on CoS works on all monsters except Act Bosses."

taken from the 1.10 assassin faq. Not sure if it is still the same in 1.11

I'm still completely baffled by this. I hit EVERYTHING at 7.8k AR.

I do hit, but perhaps not even damage? so the monsters don't go down as fast making me think I dont hit enough... I'll have to do some more testing
