My freeze merc survives well in Hell with my hammerdin. It's all about the equipment.
Helmet:
Tal's mask for res and life leech
Vampire Gaze for dr and life leech
Armor:
Shaftstop for dr
Leviathan for dr and str
Gladiator's Bane for idr and cbf
Duriel's Shell for res and cbf
Stone RW for str, dex and massive def
Weapon:
Insight (in low damage polearm, if you don't wan't him to die from IM)
Reaper's Toll
Bonehew
Tomb Reaver
Kelpie Snare
Hone Sundan
Any combinations of the above items to give him decent res, dr and ll should make him hell viable.

Kelpie Snare is underrated. I had one guy tell me not to waste an upping formula on it, said it would be a waste. IMO there's nothing bad about a 180 ED Stygian Pike with slows target by 75% (!!). As if the enemies weren't already slowed enough by HF, they come down to a crawl with the slows target.
