Anyone know the best level/act/difficulty to shop/gamble a +2 or 3 trap claw?

The act doesn't matter, but Act5 is usually easiest since the red portal is right next to Anya so it's easy to reset the inventory. You'll want to be in either NM or Hell, but either will do. And you'll want your clvl to be in the mid 50's (off the top of my head I want to guess 57).

How important is the clvl? Would I have a much harder time to shop with a lvl 68 char?

After a quick scan through the prefixes, it look like there would be 5 additional prefixes available to you. So it would be a little more difficult, but you probably wouldn't notice.
