Is GA worthless in 1.10?
For single target killing strafe is king now imho esp if used with atmas ammy or other chance to cast gear. I use one slvl ga for hittin obliv knights in the cheap seats... that's it...
What are the advatages of strafe over GA?
GA is not worthless now, it's just not the killing machine it was when it pierced. Just have to rethink how you use it. You can still shoot around corners, pick off individual targets (IE Shamans) and it always hits. Just have to change your strategy around as to how you use it. I think it's kind of been relegated to the status of one point wonder at this point.
If you max strafe and you are only hitting one target, does it shoot 10 times? or just once?
Please note I'm not *completely* sure about what I'm posting here, since I didn't play that much in 1.09, but here are my observations:
I'm not sure what the numbers are, but I know for certain that as your strafe is pumped, the *minimum* arrows it fires are raised as well as the maximum. Prior to the 1.10 patch strafe seemed to fire a minimum of 1 arrow, with +1 for the valk and +1 for the decoy (meaning with valk and decoy cast you'd fire 3 arrows).
It seems in 1.10 they changed this, so that putting points into strafe first increases the maximum arrows you can fire with it, up to around slvl9, then further points increase the minimum number of arrows you'll fire.
For example, level1 strafe have a minimum of one target, so if there is only 1 enemy in range, it will fire 1 arrow at that enemy. My strafe at lvl20 seems to fire a minimum of about 8 arrows, and all 8 will be fired at a single target if there is only 1 target in range.
I can post with the utmost certainty that when I fire strafe at diablo, at least 8 arrows come out, not just one.
Strafe's minimum is 7 if memory serves, and yes, it fires all 7 at single targets, which is why Strafe has seemingly replaced GA. GA now requires line of sight, and no longer pierces, which makes this skill almost useless. Still...it's not bad for Gloams and such, but investing more than 1 point in GA now is not worth it. Strafe auto- targets, and with multiple hits vs few targets, plus Piercing...it's advantages over GA become fairly obvious.

Minimum # of strafe arrows = (slvl of strafe + 2)/4
eg. a level 22 strafe will fire a minimum of 6 arrows.
Actually, I think you got the formula slightly wrong. The formula that I've seen posted several times previously is:
minimum # of arrows = (slvl of strafe / 4) + 2
So with strafe at a skill of 20, you'll get 7 arrows minimum.
With strafe at a skill of 22, you'll get 7 arrows minimum (rounded down).
If you increase your skill to 24, you'll get 8 arrows minimum.

Yes, GA is still the best in PvP. Strafe will fire more arrows but will have a hard time hitting fast-moving enemies which is often the case. Now if you can get them to stand still while you strafe...
Is a multi, strafe and ga build a good idea?
what should the other skill points be put into?
I wouldn't go for both Multi and Strafe for a PvM build, and no more than the pre requisite point for GA. Max Strafe and FA or Multi and FA for better results in PvM.
I can't help you with PvP...dialup = lousy PvP for me.
