frozen armour blocking bug?

Hi all i remember reading and watching a video ages ago about one of the frost armours doing something strange like blocking elemental attacks it was along time ago so it might be something completely wrong could anyone help jog my memory?

edit i have no idea why i said "bug" in the title.

No its not a bug, chilling armor can block ranged attacks

You can always try it yourself. Chilling armour does only what it's supposed to do. It gives % armour bonus and fires ice bolts at ranged attackers. It doesn't block, nor resists damage.
