FHR is still required for pvp, since you get hit plenty when you're not attacking..

Its a conc barb,which means he should be restricted to melee duels, zealots, wolves,other conc barbs.Which means he's be standing their & continously attacking.I dont think he'd be going of against mb assns & likes,fhr isnt required in his case.

eth items get -10 to any reqs, so eth carapace is 220str

Could someone still tell me what the max defense is for a Pul'ed Leviathan, and the max defense for an eth Prudence armor.

max def of a prudence is about 5% higher than a non-eth stone of same standard. (eg 2000vs 2100 approx)
Not worth the trouble.
max pul'd leviathan would be 1879

I agree that the str req on eth steel carapace is kinda high but before gear and anni I only needed to pump 127 str. I think it was 100% worth it.
