there any builds based off this skill? and if so for pvp and pvm both?

I wouldn't say there anything based off the skill, but some use it for a secondary, such as Frozen Orb and Fire Wall, it has high dmg but required the target to stand still a while... therefore isn't very good at all for PvP.

i think a build revolving around fw would be interesting but i am way too new to really incorporate a good build and strategy.

Fire wall is a good secondary skill if you want a decent killing spell in a second element. It does decent damage with out a synergy and so you can short your main element a bit and be able to do decent damage in 2 elements. Blizzard and some of its synergies would be a good main spell or the lightening tree CL / L for main spells.

I find FW compliments Blizzard and Spike/Ice Blast pretty well.
