FCR bp's and Armor suggestion?

FCR bp's and Armor suggestion?

What are they, and which skills are affected by it? I know I'm aiming for 65 with nigma but curious about the other ones

Also, what armor would you guys recommend for a pve trapper hcl? Nigma will be in the future but atm I can't afford and I'm using a viper right now which is ok..but wondering if anything else.
