fbr and wb

is the block rate for weapon block the block rate with a shield and no fbr?
can you increase the fbr using, say, guardian angel?
or is the br 1 frame?

IIRC it's the same as a shield with no FBR. And yes, GA will increase the blocking speed (but not the %).
