faster cast for meteorb?

I was reading over in the pally forum that fist of the heavens was timed, and therefore faster cast items were basically useless. I then recalled that FO and meteor were timed as well- as such, is it worthwhile to have fast cast equipment? Has anyone found it useful? I'm guessing that it has a positive effect on fireball, but has anyone found that to be necessary?
