Fanatacism with Dragon Talon
I've been clicking through all the ias charts and googling etc and I just can't find info on Beast runeword with Dragon talon. Most are dead links, and the few that I can find don't have fanatacism numbers.
Beast has lvl 9 fanat, and 40% weapon ias. Would that alone be enough with 0 Burst of Speed to hit 7/3? I'm pretty sure it'll hit the 3 follow up with ease, but the initial is what i'm wondering about.
