Fade's "passive" DR bonus question

I've readed FADE gives a passive damage reduction bonus, 1% per point invested.

Does this mean that, just by investing points, you get the DR bonus? Or do you actually have to cast fade to feel the effects?

My assa build is going to use speed burst, and I'm not going to invest points in fade unless the effect is given regardless of using fade or not.

Yup. Base points and +skill points add to DR. But fade MUST be active for the DR to appy, so if you're going to BoS, you have to get DR from your gear.

I use fade only when i suspect im about to get a pounding of some type, otherwise i just run with bos. Much easier to avoid tricky situations.
