1 HR is way too high for that shield, the price guides even say Um as the max price, and Gul is pretty close to Um. Unless the resists and def are near perfect, the highest I can go on that is a Gul.

I have a 1os if your interested for ~15 p-gems.

Also, you need to realize that the Price Guide are "rough values" and can change depending on the buyer/seller. Seeing as there seems to be no one selling this, I wouldn't see why you wouldn't pay a little extra just to get it.

About the 3os, a Gul sounds perfectly fair to me, price guide or not. Why pay double the price on a shield, just because very few are being sold, when I could spend less on a shield I could find better use for, like a <35% Spirit Monarch?

10-25% more, maybe. Something like 5-10 pgems, but definitely not double.
