I think "white" weapons always will get their maximum nuber of sockets from the socketing quest.

edit: about cube-recipeing for sockets, I dont know really, but I think there is an equal chance of getting 1-4 sockets, dont listen to me though, im just a random cubing n00b ;)

I think you're better of with 20 in fire mastery instead of the cold armor ...

About the socketing recipe: For each item there is a 1/6th chance of getting 1-6 sockets. The maximum number of sockets is determined by a) the inherent maximum number of the base item, b) it's Ilvl. If an item can only get, say, 3 sockets, the chances for 4, 5 and 6 sockets are added to the chance of getting 3 sockets, thus rendering a chance of 4/6 for 3 sockets.

As Sint said, Enchant will do almost no damage without Fire Mastery. FM is a must and it counts twice if you do melee damage.

About socketing, you have to use the cube recipe for sockets and the chance for 4 sockets in PB will be allways 1/6 (if the ilvl>=40)

Also consider using King Slayer instead of Passion: Vengeance + Masteries can do massive damage.
I find it really annoying when monsters run away due to Passion.
You will have save some skill points though...

1 Ral Rune + 1 Amn Rune + 1 Perfect Amethyst + Normal Weapon = Socketed Weapon of same type
The number of sockets created will vary. The item must be normal and unsocketed. Low-quality items and superior items do not work. The item gets 1-6 sockets, randomly. However, the number of sockets is then restricted by the maximum number of sockets that base item with that ilvl can have. For example, if you have an item that can only have 2 sockets, there's a 5/6 chance of getting 2 sockets and a 1/6 chance of getting 1 socket

Another possibility is to use Demon Limb for enchanting yourself and not actually put points in Enchant. An Enchant-less Enchantress saves 20 points which would be good with your ES/TK skill point needs. You'll have to pay to recharge Demon Limb or use the cube recipe to recharge it, though.

Demon Limb cannot be boosted by the additional +skills prebuffing... a slvl 33 Enchant will do 2x the damage that a slvl23 enchant from Demon Limb will do. Fire Mastery is a must -- and remember that FM increases all fire damage, including the damage from +fire damage charms and such. It does indeed get applied twice to melee.

Some additional information that could be useful regarding attack speed...

    Code:
    +------+-----+-----+-----+
    | EIAS | 1st | F-U | End |
    +------+-----+-----+-----+
    | -20 | 13 | 16 | 25 |
    | -19 | | 15 | 24 |
    | -16 | 12 | | 23 |
    | -14 | | 14 | |
    | -12 | | | 22 |
    | -8 | 11 | | 21 |
    | -7 | | 13 | |
    | -4 | | | 20 |
    | 0 | 10 | 12 | 19 |
    | 6 | | | 18 |
    | 10 | | 11 | |
    | 12 | 9 | | 17 |
    | 18 | | | 16 |
    | 21 | | 10 | |
    | 25 | 8 | | 15 |
    | 34 | | 9 | 14 |
    | 43 | 7 | | 13 |
    | 50 | | 8 | |
    | 54 | | | 12 |
    | 67 | 6 | | 11 |
    | 72 | | 7 | |
    +------+-----+-----+-----+
Which basically dictates that the fastest zeal you can do would be a 7-frame zeal.
