Earliest monster to drop Tal Rasha's Adjudication

Well, I though normal Baal in LS1 was pretty early, but now I just got it from an urn unique in normal Crystalline Passage. The ILvl says 26 on the home page (QLvl for D2Data.net), but is that all there is to it? What's the first monster that can drop it in the entire game?

ILvls don't exist as requirements; they are assigned to an item when it drops. QLvl would be the correct term, since that's the value in the data tables.

Uniques and sets need to meet two lvl requirements to drop:
a) the monster has to be able to drop the base item. This is where the TC stuff comes into play, which I never understood. It's mostly level dependent, AFAICS.
b) the mlvl must be "greater than or equal to" the qlvl or the unique/set item

The qlvl for all set items is very low; any monster in HELL meets the qlvl requirement for all set items, so IF someone can drop the base item it can drop the set as well. It's not that simple for nightmare and normal, of course.

Since (every?) monster (except for dclone and stuff like that) can drop an amulet, the qlvl is the only thing that matters --- so if it's 26, then all monsters with at least lvl 26 can drop it.

Unfortunately, alvls are not used in normal difficulty, so you'd have to go through a reliable monster table to find the earliest monster with lvl 26. You can also just run ATMA --- it doesn't sort by mlvl, but you can manually go through the result list to find the lowest level.

EDIT: what's "LS1"?

EDIT: as a rough estimate, I would put lvl 26 into A4, maybe even later A3. Earlier for champions, bosses and their minions, of course :) Champions get +2 (so a champion of a mlvl 24 monster can drop the thing), bosses and their minions get +3 (so mlvl 23 for the base monster type).

According to Atma:
Preserved Dead unique boss in Tal-Rasha's Tomb (mlvl26) can drop Tal-rasha's amu. Surprising isn't it?

As far as champions go...I've read somewhere they only drop magic items and gold, and that seems to hold up for what I've gotten from champions this season, so no set items there...and I think minions get only +1 (the boss itself does get +3).

Check out this link for a listing of monsters by their mlvls, sorted into columns by what act they appear in (from d2data.net...note that I've had to link to the page with frames removed to take you to the right page for lvl 26 monsers, for easier navigation of the whole site, you might want to go to d2data.net yourself, then click on the monster index for v.1.10 in the left column, then tell it to sort by level).

The earliest mlvl 26 monsters seem to be Stormtree (the thorny giant that gaurds the entrance to lower Kurast), Battlemaid Sarina (who gaurds Lam Esen's Tome in "The Ruined Temple" in Kurast Bazarr), and Mephisto. Notably, however, Witch Doctor Endugu (who gaurds Khalim's Brain in the Flayer Dungeon) is mlvl 27, and the super-unique council members (both the three in Travincal and the three you face @ Mephisto) are mlvl 28. Act 4 is when normal monsters begin to be able to drop the ammy, seems about half of them can, and almost everything in A5 can, barring a few of the monsters borrowed from previous acts. Once you reach NM, everything can.

So I guess the first monster you'll face who can drop it would be Endugu, assuming you play through act 3, instead of getting a rush. If you get a rush, it'll be the three super-unique council members in Travincal that can drop it first. That is, without counting bosses, who get +3 mlvls, and minions, who get +1...probably a few of those can drop it before then, but I'll let someone else figure that out.

Bosses get +3 their minions too. Champions get +2 and can drop all types of item. You probably misunderstood some post, because they will drop at least magic items (if they don't drop gold).

In the d2data ("monsters by their mlvls"), the first regular monster with level 23 is Preserved Dead in Act2, that means that bosses and their minions are mlvl 26, thus can drop Tal's amu.

I don't know the exact answer, but personally I have had one dropped from a normal act 5 little monster, not even a champion or unique, around Shenk!

I was then thinking: "WTF??!!!"
