Dual weapon question:

This probably sounds like a stupid question, but here we go anyways.

Wielding 2 weapons, does the damage stack? Like when you make your assassin, she starts off with a regular katar that does 4-7 damage. If I have one in each hand, does that mean when I attack with left click only, does it do 8-14 damage? If not, then what's the point in wielding 2 weapons?

When equipping two claws, you will see two separate damage readings, one for each claw. For example, if you equip a katar with 4-7 damage and another one with 100-250 damage, you will see two damage readings on your character screen, one with low damage and one with high damage. The reason people use two claws is because trappers want as many +skills as possible and whirlwind assassins dual wield in order to get in more hits.

So let's say there's a guy who uses Tiger Strike and Dragon Talon. Should he use a shield and get enough dex for max block?

While you won't be using either of your claws for damage purposes with a TS/DTalon build(though the build is a bad idea in the first place, I'll elaborate if you want me to), a second claw would allow you to tack on some nice Kicker mods that would not usually be available on Shields(i.e. the +STR/DEX/MA on Bartucs). Plus, the inherent benefits/disadvantages of WB(50% blocking with 10 points - no DEX investment required, blocks elemental attacks, and of course style points.....however, no block when running, and it's near impossible to go beyond 60% block).

Really depends on your preference and needs, there's rarely a clearcut choice for Assassin builds(except WWsins and Trappers, as Evrae Altana said, though C/S Trappers definitely do exist).

I was just using that as an example, but you can elaborate if you want to anyways. I'm still trying to decide which charge up skill and which release is best for PvM anyways. Thanks for responding.

Many attacks can attack more often if you use two claws.

The basic Martial Arts pvm builds are:
Tiger Strike /Dragon Tail
Dragon Talon (no charge-ups) or Dragon Claw (uses Death Sentry)
Phoenix Strike (tons of variants)
